A clampdown on estate agent boards has been launched by Hammersmith and Fulham Council after complaints from the public have soared in recent years. A review of local streets has revealed the extent of the problem – in Avonmore and Brook Green over 200 boards are on display. In one instance nine boards were being displayed on just one property. Complaints from the public have significantly increased. In 2003, only 11 complaints were recorded but in 2005 there were 86.
One of the problems is that estate agents can legally display a board on any property or flat which is for sale or let without requiring the consent of the Council. Where a property is converted into a number of flats this can result in more than one board being displayed on the property.
The council have identified areas where this problem is most acute – and a Regulation 7 application was recently made to the Secretary of State which seeks to remove the estate agents rights to display their boards in these areas without advertisement consent. The Secretary of State has now approved this application so from 27 November 2006 all estate agents boards being displayed within these two areas must be removed. If they fail to do so, then the Council will take its own action to remove and dispose of them and charge the estate agent for this work. Details of this Regulation 7 application will be circulated next week to every owner/occupier and estate agent within the affected areas.
